Should Plastic Bags Be Banned?

Many cities and several countries have banned or taxed single-use plastic bags. Supporters say the policies work: after such laws, communities often see fewer bags in rivers, beaches and streets.

Plastic bags can take hundreds of years to break down and can harm wildlife that swallows them or becomes entangled. Because they are light, they easily blow out of trash cans and landfills.

Critics argue that bans can have unintended consequences. Some shoppers switch to thicker plastic bags or buy plastic garbage bags they used to replace with grocery bags. Studies also show that paper and cotton bags require more energy and water to produce, so they must be reused many times to have a lower environmental impact.

The most effective approach, many researchers suggest, is to reduce single-use items of all kinds and to reuse whatever bags we have as often as possible.

Vocabulary: unintended — determine its meaning from context: ________________

4. Evaluate whether the structure makes the ideas clear and convincing.
Answer key: structure: argument and counterargument; purpose: to inform about a policy debate; evidence from studies · unintended = not planned or expected
